I was looking at these two video cards:
The GTX 660 2GB

OR
The GTX 660 Ti 2GB

Both of these are refurbished however on sale, and I'm looking for an upgrade from my HD 5450 (dinosaur, I know) I know that the Ti is better and I save 50 dollars on the Ti and I save 45 dollars on the regular 660.
What I'm wondering is if the Ti is a better investment to go for? I mean for 190 I think it would be a good deal even though it's refurbished, I can throw in a little more money to get a 1 year warranty if need be.

The better of the two cards is the GTX660Ti, however it has now been replaced by the GTX760 which performs better.
Please be aware that as you've had a pretty low-end card until now, you probably will not have a power supply capable of supplying adequate power to either of those cards. Bear that in mind when making your purchase.

Still, in my price range (about 200 dollars) the GTX 660 Ti has a higher benchmark than the r9 270x.
Edit: Without the sale/refurbishment, the 270x would be the way to go as it is only 200. However seeing that there is an update on the sale for the 660Ti:

And here is the R9 270X:

It's to 180 dollars, 20 dollars cheaper than the 270x. Now, 20 dollars isn't much of a difference for me, however what is playing a big factor is whether I want a 20 dollar cheaper refurbished card that slighty outperforms a brand new 200 dollar card.
Keep in mind that the R9 270X is the overclocked version. I'm just looking for everyone's opinions, preferably some facts by someone that has a knowledge between these two GPU's.

Keep in mind you're looking at a refurbished card with only one blower. It'll run hotter than the 270x and with the extra headroom brought on by more cooling will allow for higher overclocks, which will in the end, put the 270x on top of the 670. Along with refurbished cards always comes with the risk of it having had an idiot as previous owner.

If I loved in the US I would order the The GTX 660 Ti 2GB over your other choice.
