I have about an $800 budget. If possible please make an intel build(but all build suggestions are welcome), with a closed loop water cooler.

Don't need peripherals or OS.

Corsair CX = meh.
Gonna put an AMD Build on the table.

This build should overclock very well due to good motherboard and liquid cooling(Water 2.0 is supposed to perform as well as an h90/h100.)

The build i suggested will perform a whole lot better in games!

i5 > 8320
7950 > 760

Also the CX PSU's are okay for when they are on offer, but when they are fully priced, they don't stand a chance.

Also the EVGA ones are not brilliant.

i'd prefer the Corsair PSU over the EVGA one, due to Corsairs excellent warranty and customer service.

Plus the OP wanted Intel.

Plus this liquid cooling would be a decent machine for your buck!

I wouldn't recommend pre-builts here because everyone will get mad at you.

Alright, thanks for the alert. But I don't see why it's such a horrible combo deal, as I usually look at Newegg for discounts. There's nothing wrong with saving a few bucks. Plus, it's a decent machine with the specs that it's listed with.
