The illustrations remind me of a "GTA" illustration style.
The appearance of forming the picture out of dots, is referred to as "Bit Mapping". Bitmap is a built in feature within Photoshop under Image > Mode. Before using it, you have to change your image to grayscale (as far as I know), then do the coloring.
