So if i own a game off the marketplace installed onto my xbox,
it will be playable on all accounts I make on that console so If i sign into
an account on a different xbox,
Will the games be possible to redownload onto that console without activating license
transfer.
Because I don't know if the rules have changed, for instance
once I signed into my account on a different xbox, played trials evolution
and all I had to do was reinstall without activating license transfer.

no you have to license transfer on other consoles to access your games

you don't need to License Transfer on the other console if you want to play the game with the profile you bought it
if you wanna play it with a different account on the other console you need to License Transfer

The 1st download will share the content to all accounts on the xbox
Other downloads will just allow the account it was purchased from play it

You do not have to license transfer as long as the account that purchased the content is on the xbox that wants to use the content, otherwise you will need to license transfer so the content saves to the xbox and is attached to profiles on said xbox rather than the account that purchased the content
