I think it's limited to 5000 every so often...

another way to do it would have 3 guys, put a bounty on someones head and let the other guy shoot him...

Do some research. It is because of the Hackers gifting people millions. If you were gifted a lot of money they wont let you give others money. Sometimes if you were even in a suspicious lobby were the see that someone is giving money away, even if its not you, they take away the privilege to give money.
