Why is it that when I look up at the sky, it suddenly goes really bright then sets itself back to normal?

Its a game mechanic from what I can tell, just like how if you go from a lit room into a dark room it has a scenery styling that makes it seem like your eyes are adjusting. It'd be like looking up in real life and having a bright flash of sunlight hit for a moment before your eyes adjust.
