I had this problem with my old xbox i use to hotswap on. You're laser is messed up. If you still have warranty send it in for a repair. If not there is plenty of tuts on youtube that can help(NOTE:Most of them need you to open up xbox) This usually happens to all consoles when you have had them for a few years.

Alright so. I had this same problem long ago. It's a simple fix if you don't mind voiding a warranty (if you have one) All you do is, open your xbox 360 (tutorial link): [ Register or Signin to view external links. ]
After it is open, take the silver/gray cover off of your disc tray. Go get a cotton swab. (maybe a few) and lightly clean the lense with one, then with another cotton swab, clean off the little swirly rods. If it doesn't work after that then you need a new disc tray. Keep me updated though.
