Not much at all. Minecraft you could run but that's about it.

Most games you buy will say the system requirements. Thats what steam does.

That wont run games very well maybe on low but to build a good pc find the parts on pc part picker and search reviews on all the parts

Your PC won't run many games at all, as said before it would probably run minecraft and thats about it.

To answer your second question, the cheapest way to build a PC is to make a topic requesting a build, using the correct build form, and we'll put together a build for your on pcpartpicker.

Cheapest way is to definitely to buy all the parts needed and build it yourself. It sounds difficult and impossible but it really is not hard at all I built the one I have now with very few problems and the problems I did have was the manufacturer's fault for sending me a defective motherboard.
