Give it to someone that deserves it. Someone that Gives a lot to the Community and you want to give something in return! It's Not very hard to find someone.

I would say an active member or someone who frequently helps others out. But it's the choice of the person gifting so they can gift who ever they want.

I would say give it to the person or persons you find with the best quality posts. "Helping the community" is too vague. What defines helping? Posting a lot? Not in my book.
