If you stretch up to $299 you could pick up a brand new Nexus 4 but the only set back is it probably be the 8gb version unless prices have dropped since i last looked! You could probably get an S3 Mini as well for around your price!
Either that or you could get something like a Droid razer Maxx, Samsung Galaxy S2 something along those lines! the last two phones i said are a bit dated but are still 100% solid phones and you could probably find new for under your price new!

if you have a 2 year contract upgrade you can get the Galaxy S4

Can't go wrong with the S4, but you could always just wait a month or two for the s5

If your limit is 250 and you were thinking of getting a s4 i recommend getting a htc one instead i have a htc one and its awesome it has so many features that the s4 doesnt have i know from my oen persinal experince because my brother has a s4 and the only good thing is airview which kills your battery and eraser for the camera.its 170 if you go with tmobile but a month you pay 70.its 50 for the plan and 20 each month to pay off the phone which in my opinion its good.
