No I believe they will rise they're dropping "rares" every holiday that doesn't mean Partyhats. So during Christmas we'll get Santas. But even in the off time they will rise until they drop again.

They dropped weens for 1 week, they are dropping phats for 2 weeks ending on the 14th, at Easter they will be dropping eggs for a week, x-mas they will be dropping santas, and you will be able to get x-mas crackers from the event, they have been dropping too many rares for too long they will never go back up in price, in 2 days of phats being out they have dropped like 7m per phat. They will keep going down.

Blue phats were 1.6 to 1.8m yesterday and people are selling for 2.1m now? how's that dropping

yeah they will probably drop a little bit more but not much, for phats anyways, they will drop a little bit more but will probably average out around 1m per hat.

Edit: Also there is only 3 phats in the game atm that are over 1m.

Blue phats are only 1.6m, whites are only 1.2m. Blues are not even the rarest hat, whoever is trying to sell them for 2m wont sell. so yes they are dropping considering the first day then were 10m, now there 1.6m lmao.
