No its not.
Simply google DirectX 12 and you will see that it is not out and will not be arriving anytime soon.

Hopefully this offers a significant improvement to direct x 11.

This is a microsoft thing. I really doubt it will come to PS4

Click the link I provided and you'll see that it is only available on Xbox One and Windows 8.1 devices.

You didn't even click on the link. It states EXCLUSIVE, to Xbox One, and Windows 8.1 and Sony is running there ps4 obviously not on Windows 8.1

No he said ONLY ON WINDOWS 8.
