I read an article on the news section saying that call of duty ghost will have a new engine, what does this mean?

It means that they are using a new, hopefully better, program to make their game. Like CryEngine and what every CoD uses now, they are to different programs or "engines".

Gaming engines determine how the game runs and works.
Such as the physics of a reload,weapon swap,zooming,sprinting,etc.
It just make the overall game even better.

The engine COD currently runs on is a heavily modified version of the Quake engine, which dates back to 2003. So as you can imagine the game as well as the mechanics will be a hell of a lot better and opens doors for many new possibilities as well since it is significantly newer.

What large games runs on, it runs all the script for the game. It makes up of the entire game; the guns, graphics(maybe separate engine), maps, etc.
