The whole point of a "Map Pack" is for you to buy it. Nobody is just going to let you license transfer just because you don't feel like buying it. Buy it just like everyone else.

You could license transfer it with a friend, or win a code I'm a giveaway. Treyarch's twitter along with a few others were giving out free "Uprising DLC" code.
