Most snipers keep a small ammo vest under their coat or ghillie suit. A snipers job is to be quick and respond fast. Normal military vests weigh around 60-90 lbs plus the ammo and equipment. Now yes he would have a radio but it would be in the vets or on the back of the vest in one of the pouches. One thing though is he didn't have any long barrel rifle on him. He could of also been a spotter for snipers.(Patrolling the area and lets snipers know where to look and that stuff)

3 People were killed one of them was an 8 Year old boy who was watching his dad in the race also the mother of the 8 year old is circuital in hospital.

I do not understand what would bring someone to do this.

I could understand why someone would do this from the middle east. Look at what we have done to them to protect the Jews in Israel. We have killed so many innocent people over in the middle east its not even funny.
