I have a paypal account that is limited. And for me to get it unlimited they want me to upload a picture of my ID, proof of address and my ssn number. I'm not going to upload my ssn. Any help on how to get by without uploading my ssn.

this is why you don't verify it with Etrade. and don't lie saying you didn't verify it illegally. their is nothing you can do.
try uploading proof of one of the following
- Address
- Photo ID

I didn't verify it with etrade. It was never verified. But after using ebay for a couple of months this happened. Now i can't do anything. all i can do now is:
update your account information
add money to your account
use PayPal logos in your auction listings or on your website

Wonder why maybe because you have multiple accounts ? with same information i don't know
