What is the best PC I can buy for max $400.
I mostly need it to be able to play games.
I want a desktop with Keyboard and mouse included.
I'm not in need of a monitor.

You're not going to get anything good that is already pre-built for $400, or any budget at all really...especially since you want a mouse and keyboard which will at bare minimum be $20 for both.

The best that you're going to be able to get is a low end Intel CPU + a discrete video card or an AMD APU setup. Either way, it's not going to run games at desirable settings for the most part.

Basically what Generation said. Although you could look into second hand stuff at that budget, although the quality widely varies when it comes to second hand.

That isn't a bad price but the gpu and cpu are very low! What games do you play and on what resolution? if 1080p then no way will it cope! not even on minimum!

For a minimum gpu i would reccomend atleat a 6670 - My old card i now have 7970 but retailing at around 350
