-Put your USB in your Xbox, go to System Setting then Memory and press Y and choose to Configure 250mb of it

-Then put copy the Black Ops 2 files to it through My Computer NOT HORIZON! so that the files will be on the FAT32 partition and not the Xbox configured part.
-Then put the USB in your xbox and boot it up, go to games and launch XeXMenu
-In XeXMenu go to USB and launch the xex in your black ops 2 files.
Alright thanks alot man! I can't get the normal BlackOps2beta.xex to launch still but I have a forceloader that I'm getting a little out of right now!
Just wondering, does it even show the ESRB warning?
They both come up with the content warning thing but the default one blacksout then but the forceloader goes to a black ops UI

Well the force loader crashes if you dont hit the right thing so I'm still trying to find out how to use it...

I was having the same problem.
I tried it on my JTAG (has dashlaunch) and it would show the ESRB warning then black screen.
But I tried it on my RGH (no dashlaunch) and it launched just fine.
I had also read somewhere else that dashlaunch was causing the trouble and thats what seems to be the problem in my case. If you cant get it to work, I wouldnt worry about it. It is only a title screen, you can only look at it and listen to a little music.

Ya but with the forceloader I think you can look at a few maps and the weapons so if I could get that working it would be somewhat cool!

Yeah, it would be. But I have never messed with any force loaders so I can't help you with that.
