I can't find him ANYWHERE in sanctuaray, the city is in the air, IDK if that matters but ppl said it does, because im trying to get all the achievements and I don't want to start a new game this far into it. Where are the locations you can find him after the city is in the air?

Try looking for him before the city starts to fly. I don't think it matter either way but I've had more luck finding him while it was on the ground.

He doesn't spawn every time you go to sanctuary, he will spawn randomly just check around every time you go back and you should find him

Same on normal mode when the city flys I can't find him but in True Vault Hunter Mode I found him its just seems harder.

he has a 10% spawn rate in sanctuary at 12 different locations.
