No because it gives what you can expect to see in the game, just parents are idiots and give their kids whatever.

Not at all, they are necessary. They let people know what exactly will be shown in the game. I don't think it should be enforced to strictly, but parents are mislead to believe that if it says "M" then their 14 year old kid CAN NOT play it.

It all depends on who's playing it, but no matter what people just need to be educated about the ratings and what exactly they mean.

All in all, it's just a game. If you give it to any mentally stable kid (hard to come by these days, though), then they will know it's just a game too.

No, some parents actually do take the age restriction on the game into consideration before buying it for they're kids.

Well I would say yes but there are things to consider. Some games are set for families and if they are a 3+ it may be re-assuring for the family to know that there is no graphic content. People need to see violence at some stage so at a certain age 10/11 it is pointless attempting to stop a child from seeing SOME things. Sexual Content however should put the "no" answer more in favour. Personally I have mixed opinions about this. I play cod with my cousin all the time and he is 11
