No. Save up some more money until you can build something reasonable. That computer will not handle much.

Not at all. 2GB of ram is hardly anything these days. 1.6 ghz processor is terrible. You want at least a 3.0. If you are into video editing and what not, at least go for a TB hard drive, to store your videos and all your games and what not.
No offense, but I'm not even sure this will be able to view youtube videos. >.>

It will obviously be able to handle a 360p video.

But it will be useless for modern gaming and editing.

It's probably not worth building a PC if your budget is only $300, so I would personally wait and save up some money.

$500 should be enough to build a low end PC, but that will be able to handle a few modern games such as Call of Duty and Battlefield 3 at medium settings. Something like a i3 2120, 8GB of ram, socket 1155 H77/Z77 motherboard (for future upgrades) and a 550ti should stay below your price budget and should perform pretty well in games, bearing in mind you will need to add a case, hard drive and PSU to complete the build, but you can select these on preference (making sure you have a high quality PSU). You may even be able to squeeze in a i5 2400/2500.
