It's speculated that it's a customizable gun choice. However this is the only gun that you see with the smiley face. What it could be is just a SMG only customization, because none of the ARs or sniper rifles show a smiley or anything crazy.

yeah u can put your clan tag on your guns the customizing is supposed to be insane on what you can do because the deniable ops you did what ever you wanted and customized what ever you wanted.
