If you know C++ and PPC then yes, otherwise no.

If you are into making games and know alot about coding then yes, why not

If not then it would just be a waste

If you have to ask, then most likely you wont need one.
Besides if you have an RGH you and run a dev kernel =D

I would start out with RGLoader for RGH consoles and once you feel like you know enough, move onto a XDK

For what you'll most likely be using it for, no.

Devkits are made for making programs for the xbox. XeXmenu was madeusing a XDK. So unless you know C++/PCB Coding it's not worth it. Just get a JTAG.
