Just disable QoS Packet Scheduler.
If you want to enable/disable it, do this:
Control Panel/Network and Sharing Center/Local Area Connection (or whatever your current connection is)/Properties/(Check/Uncheck) QoS Packet Scheduler; done.

Are you connected through Wifi or through a cable? Local Area Connection is a cable connection and Wireless connection is Wifi. If either of them are disabled right click and select enable.
