Rules are as follows:
Cops:
No pulling people over for no reason
No Shooting at Robbers/Crooks for no reason
If you pull someone over and they do not cooperate you can engage pursuit
If you get shot at you have the right to return fire
If your in a pursuit and they do not stop and/or are endangering others you may use tactics such as a PIT maneuver or shooting their tires out
You may only use lethal action if someone is shooting you and you have been hit or if you have the permission of a superior officer

Civilians/Crooks Rules:
Call in any crime you see
No shooting at the police for no reason
You may leave the middle island if you call Babe Fingerer(Other people you may call I will tell you when your in) and he approves
If your committing a crime and you get caught listen to the officers
If you are busted you have to follow the officers and do not leave the formation or they will use lethal action
