They're only added into packs if they were already in EA's database but had a 0 cardweight.
Scholes retired so he wasn't in the database, he won't be in packs.

Thats not in at all..... how do you think they deal with transfers to new clubs? they have to create the card at the new club because they will 9 times out of 10 change their stats aswell so this new card wont be on the database.... i can guarantee that Paul Scholes will be in the game

They don't create a new card when a player changes clubs, they edit the base card.
I can assure you that he won't be added into the game, they have always said that they can't add new players.

They do create a new card, like with Torres in fifa 11, there was a Liverpool one and a Chelsea one.

Neymar was owned by a third party agent not the club, so it would cost to much to EA to pay for the right to use his image ingame. Do a little research instead of using assumptions

I think I know more than you my friend. The only way he would get to be a Man U player in UT is if he was already in FIFA 12 UT which he wasn't. So therefore will not be added.
