on windows 7 go to where you choose what network you want to connect to and right click on that. click status, and then properties and go to internet protical 4 and right click that and press properties. and from there you go to "use the following IP adress"

I think thats how you do it

Just use a proxy. Hotspotshield is a good one, you download it, start up its service, and your running off the IP it assigned you. Other than that, maybe you could contact your internet provider and ask for an IP change.

Call your ISP and tell them that someone is threatening to flood your ip address and they will change it.

I assume you mean your external IP. It depends on if it is static or not. If you have a static IP you need to call your ISP. If it isn't you can usually turn your router off for about 24 hours and when you restart it the IP will be different.

This. Kind of. Turning your router off for 30 seconds will cause it to do a "powercycle". If you have a dynamic IP adress it should have changed.

HOWEVER, sometimes it will indeed need a longer period of time. it all depends on your provider.

Some providers handle your IP on their end of the connection, but most "let your router do the work"
