Where do you go to buy it? do you have to talk to someone or what?

you have to talk to the towns jarl's(the king of each town) helper.

the solitude house is the best its a 25,000 gold mansion. Talk to the jarl in solitude and complete any quest line he might start. theyre usually small and easy and only a few missions and when your done you should be able to buy it

Windhelm is considered the best, you'll find out once you get to the second floor. You have to finish the quest line for the Imperial or Stormcloaks then solve a murder string. Talk to the jarl a final time and done. It goes for 8 grand. Solitutde goes for 25k and you have to finish the quest line for Jarl Elisif and her only, if you do the Stormcloak line to the finish you won't be able to finish it. So do it before you start the war efforts. The house is pretty cool 3 stories high and goes for 25 grand.
