1) Contests and giveaways could lead to spam, and sometimes there could be a possibility of a giveaway/contest having a negative effect on a user. Think about it, if you love CoD 4 so much, and someone posts "Free for All: Winner gets 1600MSP", you could join the game, the contest be a hoax, and the lobby you joined could be a derank lobby. Its just a small example, but it gives you the gist that having no contests/givaways could prevent something bad from happening. If you would want to get more in-depth, if you PM'd a mod, I'm sure he/she would be happy to answer your question.
