The so called "Playlist Update", was a result of the ELITE service being fixed. These updates should be consistent for the next few days. Some problems are still current at the moment.

Here are some of the problems being fixed.

If it had something to do with Elite it should be an Elite update, not Mw3. So I think your assumption is incorrect.

The Update Also Had To Do With Live (Clan-Progresses)
