Basically, I got Console Banned Forever for Black Ops only, this was approximately 5 months ago and i'm still playing now..
To play whilst being Console Permanently banned you have to go on Black ops, Click Multiplayer, Then i go on Local > Split Screen > Click Killstreaks and Wait for your rank and COD Points to Load and You're Done! Now you Can play Xbox Live ..
If this doesn't work for you it might just be because you have to be Exactly "Permanently Console Banned" Or it might just only work for me..
