Aiaiai TMA-1 for on-ear, just about no contest there. For over-ear, the Sony XB700 or XB1000s if you can find them at a decent price would be perfect for you budget and preferred genres. You might also look at the Ultrasone DJ1 or DJ2.

For those genres, particularly DnB, I find that mids and highs are equally, if not more, important than bass.

The Sony XB 700s or XB 1000s are always good choices, as are the Beyerdynamic DT990s or DT880s under 600 ohms with a proper amp like a cMoy BB or a PA2V2 (ebay and Google will help you learn a bit about these amps. Also look at the Ultrasone DJ1s and DJ2s. All of these provide excellent all-around quality and suit your musical preferences very well. There are also more options if you decide against all of the ones I posted.

I'd just like to add that the Ultrasone DJ2 is not a real thing. The correct model names are DJ1 and DJ1 PRO.

You did say no budget. Remember that.

But really, the Sony XB1000s or XB700s, Ultrasone DJ1 or DJ1 Pro, or even the Audeze LCD-2 or LCD-3. These will all satisfy your bass craving and do not require amping. They do all benefit from amping, but it is not necessary. If you really do have heaps of money to spend, I wholeheartedly recommend the LCD-3s. They were just revised this week, and if you don't care for portability and want an entrance into true hi-fi, they are second to none. They don't need amping, but it is extremely beneficial.

Realistically, the XB700s are your best choice here. Considering rap music has terrible master quality, you don't need to spend heaps. High end cans like the DJ1 Pros will just start to bring out the flaws, so it's best to strike a balance. The XB700s can be had for ~80 bucks, I think. Maybe 70 if you poke around. I haven't looked, so don't quote me there.

EDIT: Almost forgot. IEMs! The Hippo VBs are your best bet for killer bass under 100 bucks. Other bassy IEMs are the Klipsch Image S4s. The Brainwavz M2s are also always a good choice if you happen to be on a budget.
