If the ISO file worked fine and the only problem is that cars are not spawning, there is no reason to make another one because of that, it will just do the exact same thing, it possibly could be you or the host's connection.

I tried in private match only me with traffic on high. but still dont work.

Ummmm, I have never seen this before, first it lacks the car spawns and then it has a never ending loading screen. Are you sure this is what happened?

Well, alright, and if it doesn't work this time, then it has to be an error with your hard drive, or there is something wrong with the ISO file that you've downloaded.
