Mhmm, I mean in my opinion I think Richtofen (and Dr. Maxis) are trying to find a way to stop the zombies. Hence the contruction site on Shangri - La. I think they were trying to dig down and find something or try and bury something (Possibly 115? That explains the outbreak in the jungle)..
