You have to unlock the flags before you can get recon (needs to be in game history).
So in other words, this is a crock of shit.

I didn't say you were lying, just that your full of shit or just lucky.
Don't try to talk me down, all armors have flags (offline,achievements,etc..).
Recon has ALWAYS been server sided,Bungie designed it specifically so you needed the game history(because of achievement modders),thus keeping the flag from unlocking unless legit.
On the other hand, you CAN mod the Halo 3 Achievements and unlock the flags for H3,
But ODST is a no no.
