I got that same error multiple times. Your card is being declined its just that your xbox isn't connected to the VPN.

Okay so xbox live apparently is down for purchase and content usage. I'm receiving this downtime on both mobile network and broadband.

Hopefully it'll be fixed soon and I can resume what I was doing.
