Of course when I'm looking to build another budget gaming pc, the gpu prices are still doubled for a gtx 1070ti. Does anyone have any ideas or solid facts on when this will end? Should I wait on building again or should I just buy a used older gen gpu?

Can't predict the market for miners. Once the media stops talking about it then it might go down slowly. Else, you can always wait for a new set of GPU's to come out and snag an old gen card from someone whos looking to upgrade.
