I am streaming on OBS, all my settings are optimal and my computer can handle it.
I have 100mb down and 30mb up for internet speed

i7 7700k
GTX 1070
16gb of ram

The stream is fine when on twitch, my fps in game is 100+ but my game is choppy. Any reason or suggestions?

I cant really help.

But by any chance is it possible you can use the streaming feature from shadowplay?
