I Would Say Building your own would be the best route tbh

I knew nothing about building a pc and I did it after watching some videos.

You could firstly ask someone to build a PC within your budget, follow the template here and then when you order the parts and they're delivered, you can watch some videos on YouTube to learn how to build the computer step by step.
