So I had this problem man, What I did was. I deleted all my plugins and then I installed a new launch.ini, then I reset my network settings and then I restarted my console. Then I put all my plugins back on and rebooted one more time and it worked, Oh and you also have to clear your cache 3x.

Hmmm, did you change the router recently, if you did, try connecting it wired to the first port, after that reinstall neighborhood, disable firewall, set a fresh copy of xbdm, check liveblock and strong, reset router and set default settings on xbox

Sounds something like I had the other day, but I couldn't connect to anything.
Have you tried replacing all the plugin files and removing files/folders that you do not need
