You don't have a HDD/SSD? Liquid cooling an i5 doesn't make much sense, and paying over (US dollar) $500 for an EK kit doesn't make much sense either.

I already have the PC Build with mouse keyboard and monitor. My GPU seems to overheat to the point of freezing my computer on specific games, if playing for a couple of hours. Water cooling could be the answer budget is 400 at max but 300 would be comfortable. CPU overclocking may happen in the future as well

what model of the 480? You could always change the thermal paste out and see if temps differ.

That's enough information for us to tell you it's a bad idea. You're not even overclocking and you want to install a custom loop? Nah son. Waste of time, and money, plus it's just going to be more hassle.

What RX 480 though? What specific cooler. Is it a reference, blower style cooler? Or is it something like an MSI Gaming X? Asus Strix? Gigabyte G1?
What are your GPU temps like? What are your CPU temps like?
If really necessary, you could just get an NZXT Kraken G10/G12 and a 120/140mm AIO for your RX 480.
