I Need Help With Something

I have 2 of the exact same type of RAM(2x4GB sticks). When I put both of them into my computer it recognises it in BIOS settings but when I try to launch my computer it gets stuck at 'Windows Starting' .
I have tried both sticks by themselves and they work. I checked my motherboards RAM capabilities and it supports RAM up to 32 GB's. Ive tried both slots where I can put RAM in. When I tried to run in safemode with both sticks in it got stuck at 'classpnp.sys' . I've been trying to work around this for 5 hours now and I have only given myself a headache. I beg that someone here can tell me how to fix it.

Have you tried with just one stick?
What motherboard and RAM are you using?
Have you overclocked/underclocked your RAM in anyway?
If you see the 'starting windows' screen it can't be your RAM as you RAM has already loaded the standard kernal files which your RAM uses to boot your OS.
Let me know on the above questions

1 stick on its own works fine.
(EDIT: ASUS) A55BM-A/USB3 (FM2+ ) motherboard and Crucial 4GB DDR3 -1600 UDIMM 1.5v
Never tried over/under clocking my RAM. Showed both running at 1600 MHz in BIOS.

Clear CMOS.
Make sure your system boots in to the OS with each stick installed individually.
If both work individually, make sure both DIMM slots work, so test either stick(that you know works) in both DIMM slots.
Make sure both sticks are running the same speed and timings.
Unplug everything that is connected to your system(keyboard, mouse, USBs, etc) apart from one monitor and try booting with both sticks installed.
If you have another storage device you can test in your system, do that and remove whichever HDD/SSD you are currently using.
Try to do a repair of your OS.
Make sure your system boots in to the OS with each stick installed individually.

I looked up how to clear CMOS but I cant see on my MOBO where the pins are, dont wanna mess with anything I am 100% unsure of.

Why would the storage make a difference? Only have 1 storage anyway.
I have not done a OS restore as I dont have an operating system disk.

Obviously make sure you turn your system off first. Press and hold your power button for 10-20 seconds once you remove the battery, then put it back in and turn your PC back on.
You don't need a disc to repair OS. Microsoft's website will have everything necessary.

You should test both DIMM slots first since you still haven't answered whether you have done this or not. If both sticks work, both DIMM slots work, and you've tried booting with nothing plugged in(apart from monitor), then you should clear CMOS and yes, try booting with both sticks installed.

When I enter setup of the bios what settings should I use? Should I use the default?
