So basically I have the handsome collection on xbox one but I don't have borderlands 2 on 360 so I can't make my own save and mod it. Is there a way I can download someone else's game save, switch id's and mod it how I want?

Yes, you can do exactly that. Just download a dummy save or download whatever save you want and mod the hell out of it, then change the IDs to your xbox and profile and you're good
