I have done everything I can do to try and fix this problem and still no luck!

I've tried different memory
Different graphics card, they both work in my PC. (I'm building for a friend)
I've checked CPU socket thoroughly

I don't know what else to try other than take it all apart and try again.

I've already seen the posts everywhere else and none have helped. I'm guessing its just a motherboard issue but I want to make sure

I imagine its a faulty motherboard. I'm sure like 3 posts down on the topic I linked says it's likely a motherboard issue. If you've already tried a bunch of stuff and nothings working, thats the conclusion I'd come to. RMA the board for a replacement. Worst case, something else is the issue but at least that way you can rule out mobo being the issue.
