Looking for a laptop that can run Arma 3 nedium/ high settings with 40+ fps dont need to spend 1000$ if not necessary

Good luck. You're looking at around at least $800 for an entry level laptop. Arma 3 is a pretty poorly optimised game from what I've heard, so even a $1000 PC is going to have trouble running Arma 3 at 1080p.
You could probably play Arma 3 at 30-40+ FPS, high settings with an $800 system, but not a laptop.
