I would avoid modding tenure, stick to gamerscore.

You can use horizon best one out there legit as well but you have to buy diamond for it but it worth it.don't mod your tenure just your game score but if your gonna mod it turn your WiFi off

Okay modding tenure on a new account would be suspicious no doubt but the ban rate is so low on the 360 for it anymore it is funny.
Use horizon, or you could do it the old way via modio/lefluffe i think that is what it was called at least for gamer score.
Go ahead and do it, no one here is responsible for the actions taken upon your account if so.
With gamerscore, you will want a semi matching tenure, a note for modding gamerscore, unlock them as offline. If you do an online unlock be sure you have a appropriate amount of playing time/
Don't go adding 200k or 50k do it in small increments 5-10k TOPS, and do not go over that unless you're just wanting to take the one time risk.

Tenure is a guaranteed Ban.. Gamerscore is almost a guaranteed reset its not worth it man.

I know from past experience tenure modding is a ban. Gamerscore modding i've never tried but if you want to... go for it.

If you're going to mod your gamescore then here are a few tips:
1- If you don't feel comfortable with modding your online account then make an offline account also known as a "dummy account"
2- DO NOT overdo it, meaning don't unlock all the achievements for every game you've played.
3- Unlock all the achievements "Offline" expect for the online ones personally i'd boost for them with a friend or find a forum seeing in anyone is hosting an achievement lobby for the particular game.
4- Some programs allow you to add games to your profile, it's basically called GPD ("game profile data" I believe) if you Youtube or google "Xbox GPD files" You can find some, if you are going to be adding games to your profile then be-careful in what you're adding as they're some Japanese games in the folder you are given
5- After you've modded your gamescore do NOT sign into Xbox live straight away, the best thing you can do is check out [ Register or Signin to view external links. ] this suggest how long it should take you to complete a game for example lets look at mw2 Completionists this will take you 24hrs ( I'm guessing completionist is the campaign on veteran plus intel) so the best thing to do would be not to sign into Xbox live for upto 24hrs this makes it look more realistic.

Just gonna point it out that modding can be classed as cheating and cheating is against the Xbox live code of conduct, I've been modding Xbox 360 for a LONG time, since the transfer cable days before Xbox 360 had usb support ( shout out to u if you remember transfer cable modding) and I've never been banned for modding. Apart from the first 1st tip I gave you, i follow them myself and just because I started modding with transfer cable in 2008 and never got banned for it DOESN'T mean that you won't. Just because the x360 is outdated and the Xbox team wanna focus more on xb1 doesn't mean that there isn't a possibility that you may or may not face a suspension or even a game score reset.
