This is in regards to MWR and IW. The FTC states "If the seller offering the tied products has sufficient market power in the "tying" product, these arrangements can violate the antitrust laws." As far as I can tell Activision has sufficient market power. Is it legal for them to only sell the two games together or is it a violation of the antitrust laws?

In my opinion it is legal. I would have to look over the book though though to read the wording of the law.

Best to consult an attorney if you are serious about pursuing charges.

To be clear I'm not actually going to press charges I just found it interesting and wanted to see what the community thought.

There's nothing to press charges on anyways man. There are dudes getting paid 500k a year to make sure every law is followed to the exact degree and they know every loop hole. You can't forget, these companies make millions of dollars every year and have the money to make sure they don't get in trouble. I would love to work as an attorney for infinity Ward or Activision

Yeah there are loopholes for everything. While they are there companies will exploit them. And maybe eventually someone will take the time to get it changed.
