Well its my first Toutrial here so i will make it short.
First you need to Put bounty on the friend you want to send him the cash like this :
[ Register or Signin to view external links. ]
after you do this you kill him then go to
Inventory > Cash > Share Cash from last job then you click on the one you want to send
him the cash and change the % to 100% and click Accept and there you go

You can do it only few time in the same session on same guy.

I think if you are in the same Organisation as them and do it with Friendly Fire on you can share it to the organisation and then your friend to give %150 I think.
