Only if your friend wants it within the next day or two. The RX 460 will be around the same price, if not cheaper, for a little less performance compared to the 950. However, it comes out around the 12-14th (I dont remember)
Pretty much the same build, but an HDD instead of an SSD, however I'd advise your friend to buy one ASAP only IF he goes with this build.

RX 460 should beat the GTX 950 for like $50 less, don't buy a GTX 950. i3 iGPU is fine for CSGO and Minecraft anyway, so you can build the system I suggested, and then just add the 460 when they release, which is end of this month. No SSD is problematic, even $300 rigs deserve an SSD. The Capstone PSU is like $7 more and a lot better, so I definitely wouldn't go with that Seasonic unit. I also wouldn't bother with 4GB DIMMs now, 8GB DIMMs are the minimum I'd want to go with, for better upgradability.
