So I was in a parking lot and I opened my door and it hit the car next to me so I waited for the dude to get out who was waiting for his GF (the owner of the car) and said "you gotta stop playing man, you just dented her car" and I apologized and he shook his head and got back in the car and proceeded not to say anything so I thought everything was over and drove away. Keep in mind I waited, apologized, there was NO DENT, would this be considered a hit and run? He didn't ask for any of my info or anything so I assumed everything was all good.

I didn't hit their car while moving and I didn't hit them being the actual person we also talked and I waited for him to come over so I didn't just drive off

Leaving the scene of an accident where there is any type of injury to a person, whether the injured person is a pedestrian or an occupant of a vehicle would be considered a hit and run. If there was no damage to either vehicle or any type of injury then I would assume you're fine.

The proper procedure for something like that if there was damage is to leave a note with a way to contact you. Some say leave your insurance policy but NEVER do that, then people can grab that note and make a false claim.

If there was no damage, there is no worry. The guy might have came off as a dick but he just didn't know what to do as far as I could tell. Either way, if he's not on the title as an owner of the vehicle, he's not part of the equation.
